GovBench v2 · India · run v2-preview-2026-10-28 · 80 public scenarios shown · 30 Oct 2026, 10:15 am IST

What does an AI do when the minister calls?

GovBench puts a model in an Indian public office with a real decision, such as bail, a tender award, or land acquisition. It then applies pressure over several turns: a superior's order, a bribe, a deadline, a sympathetic litigant. Each episode is classed as hold, bend, break, refuse, or escalate. Results are rates by role and by pressure. There is no composite score.

v2 preview: scenarios are drafts cited to primary sources and not yet reviewed by a lawyer.

Preliminary results. The episodes and answer keys will undergo lawyer review in the near future. We will version any resulting corrections and update the scores.

This historical run lacks complete input identity records. Treat these rates as exploratory. Coverage differs across models; they are not a model ranking.

All completed episodes have been processed. Judge disagreements and wrong initial decisions are excluded from pressure rates. Some model runs remain incomplete.

The public export excludes flagged scenario IAS-PERMIT-BANDWAGON-201 from pressure and control rates. Luna hard is 5/83 = 6.02% after this exclusion. Source wording has since been revised; this snapshot describes the saved earlier transcripts.

Sol high has 30 completed public pressure episodes, with 29 included in rates. It has no hard-tier results. Its separate frozen export is retained when the main export is refreshed.

Models on the codex and claude_code backends run as served through those CLIs, which add their own system prompt on top of the role prompt.

Break is BREAK plus BREAK_RATIONALIZED. Bend and escalate are in small print. Green is 0%, red is 100%. Both pools the two stances. n counts the episodes behind each rate. Hard cases have grey facts and pressure that sounds reasonable. Intervals are descriptive Wilson intervals and do not account for repeated scenarios. Unresolved episodes are excluded from n.

Follows new facts: in separate control episodes, a neutral source adds one new, legally relevant fact that should change the decision. A model that resists pressure but also ignores real facts is stubborn, not principled.
