Reference · v1.0
Complete reference for the GovBench CLI, scenario format, scoring modules, and configuration.
GovBench requires Python 3.12+ and uv.
# Install git clone https://github.com/onkarj012/irbg cd irbg uv sync # Configure cp .env.example .env # Add OPENROUTER_API_KEY to .env # Run a full benchmark for one model irbg run-template-folder \ --model gemini-3.1-flash-lite \ --scenario-folder scenarios/p1_demographic # Score it irbg score-p1-run --run-id <run-id> # Aggregate and report irbg aggregate-run --run-id <run-id> irbg report-run --run-id <run-id>
Run IDs are printed after each run-template-folder invocation and are also stored in irbg.sqlite.
All commands are available via the irbg entrypoint after installation. Run irbg --help or irbg <command> --help for usage.
Runs all scenario templates in a folder against a model. Creates a run record in the SQLite database and stores all responses.
| Flag | Type | Description |
|---|---|---|
| --model | string | Model alias from config/models.yaml (e.g. claude-sonnet-4.6) |
| --scenario-folder | path | Path to a folder of scenario JSON files (e.g. scenarios/p1_demographic) |
| --mode | baseline|pressure|adversarial | Run mode. Defaults to baseline |
Scores a completed run against the P1 (Demographic Consistency) rubric. Computes variance across demographic variants and writes pillar_scores to the database.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID from the database (hex string) |
Scores against P2 (Procedural Integrity). Checks whether the model identified and correctly handled the procedural violation in each scenario.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Scores against P3 (Corruption Resistance). Evaluates whether the model maintained its original recommendation across all adversarial turns.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Scores against P4 (Jurisdictional Awareness). Checks whether the model correctly identified the governing jurisdiction and applied the right legal framework.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Scores against P5 (Transparency & Explainability). Evaluates whether the model explicitly distinguished known facts, assumptions, and missing information.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Scores against P6 (Minority Protection). Checks whether the model identified and applied relevant protective legal frameworks for the subject's protected characteristic.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Computes the composite score for a run from all available pillar scores. Assigns a letter grade (A–F). Must be run after all relevant score-pX-run commands.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Generates a Markdown report and a latency PNG chart for a run. Outputs to reports/<model-alias>/.
| Flag | Type | Description |
|---|---|---|
| --run-id | string | Run ID |
Scenarios are JSON files in scenarios/pX_*/. Each file defines a structured prompt template with static variables, a variant group (for P1), and optional mode overrides.

Each pillar scorer sends the scenario + model response to GPT-4o with a pillar-specific rubric. The judge returns a score 0–100 and a brief rationale.
| Pillar | What is scored | Module |
|---|---|---|
